C Form in Central sales Tax

Greetings of the day.

One of my client dealing in import of books and selling it in India to wholesellers.
Sometimes he gets some of the books printed into India.
Local printer is asking for the C Form.
whether this will be applicable to my client as he is not a registered dealer.

17 January 2011 If you are unregistered dealer, then selling dealer will charge higher rate of CST in absence of C Form.
