agree with ravi. instruction is as follow. Educational Qualifications: Applicants must possess any one of the following qualifications as on 31.12.2009:
(i) A qualified Chartered Accountant; or (ii) A qualified Company Secretary; or (iii) A qualified Cost & Works Accountant; or (iv) M.Com (Master of Commerce).

1).provisional basis means -- certifictes should be produced at the time of appointment but degree should be acquire on or before 31/12/2009.
