Non residents taxation

X,y,z are three assessee out of which X is non resident and Y & Z are resident. X has one immovable property (long term) in india which he is willing to sell to Z through Y (by giving power of attorny).
Now...
What will be the tax position in the hands of X?
is the Y liable to pay tax on behalf of X as he satisfies the defination of agent under cahpter XII?
Is X liable to file the income tax return?

As an individual i am unable to get my TDS certificate from the party, for past 2 years ......... the party is a Chartered Accountant of repute in delhi himself ..... he has deposited the TDS but he is not willing to give the TDS CERTIFICATE ..... HOW CAN I RESOLVE THIS ISSUE AND IS THERE A WAY ACTION CAN BE TAKEN AGAINST THE CA

I wanted to ask that since we are undergoing articleship under CA,Side by Side if we take admission in Company Secretary course is it necessary to pursue articleship under CS .I think that for CA students pursuing CS articleship is exempt.Please Suggest

rate of S Tax

Dear expert,
I want to know the rate of S. Tax applicable on service provided before amendment of Service tax rate (10%)but the bill was raised after amendment of rate.

What rate is chargeable 12.36% or 10.3% ??
