There is no legal restriction on the appointment of an outsider as authorised signatory. this is done so in many cases such as litigations, property matter etc...where the power is given to the lawyers/solicitors etc.
but this has to be done by giving a power of attorney in that person's favour.

Yes as suggested by expert, a person other than director or employee can be appointed as authorised signatory. However the same person must be authorised by board resolution or power of attorney according to the situation.

Would like to ask further for filing TDS return the authorised signatory has to digitally sign it. So an outsider can also be appointed as authorised signatory for that purpose also.
