Dear Bipin, No tds will be deducted from the payment for Mobile bills, so it doesn't attracts 194 c. Even company will charge service tax on bill amount. and according to cenvat credit rules 2004 you can take credit of that tax if mobile is used for providing output service or in or in relation to manufacture of a finished product.
