yes, when a bill is raised or payment is received the point of taxation rules applies. 14 days or 30 days as the case may be for specific assessees. Kindly confirm whether you represent a firm, individual, company etc., to give the correct answer. Penal provision(like penalty, interest) will apply if service tax is not paid as per the point of taxation rules.
