is it required for a partnership firm(providing online training or coaching to foreigners) pay service tax.....if it is expempt is it required to file service tax returns...

Your firm is in India you are providing services from India and hence yes

No that doesn't matter. Since your firm is in India providing services you will be required to file service tax return as rightly said by CA S.S AGARWAL.
