As your client has not received his PAN Card and the number is allotted to him, you need to fill in the form for Request for new PAN Card quotating the PAN Number allotted to him with other details. You need to attach the number allotted to your client, which you can get from the Income Tax website after filing in necessary details. In continuation to what CA Jogi has said, I would like to add that you also need to give the same dcoumentary evidence once again even with the Request for new PAN card.
By the way, you can also check the status of the PAN card with www.tin-nsdl.com if you still have the 15-digit acknoweledgment number with you. Often, it also gives the shipment details.
