Are Contract Labour used in Engineering industry attact any penalty/ laibility under which section ? Are they allowed to work in engineering industry ?

Contract Labour is used in any industries attract all libility to principle like EPF ,ESI, Labour Helth Checkup, labour welffare, compensation if any injury. contract licence and others complience from labour act.
