But one question, On what basis sir? Vat is on sale of goods. But it is a job work service. Is there any notification for this? If yes can you share link for information purpose?

Plain papers are printed so from raw to finsih it changes the prima facie nature of paper only and makes it valuable and hence printed paper becomes goods.

But paper is supplied by us. They just print. In case they buy papers and print its sale subject to vat. But isn't job work covered under service tax?

Plain paper has no value except if you sell plain papers and then its converted to fininsh goods-here post printing its usable to you hence its covered in definition of goods and vat applicable.
