What is the difference between Allotment letter and Possession notice of Property

Cost of acquisition as per Allotment letter is 5 crore

Possession notice value is 6 crore

so my query is does possession notice includes purchase value of property and all repairs and improvements or extra charges made to the property till possession notice date?

In general, it may be true. But needs to be studied the actual reason for the difference in particular case.
