as per my view one can not deduct t.d.s of govt.
but i am not fully sure about it

I want know wether ca club had any software to convert TDS FVU file (which is filed with nsdl as a return copy of tds) to TDS Certificate
please help me out

I’ve idea for Section 194I only, which is following:
There is no requirement to deduct income-tax at source on income by way of ‘rent’ if the payee is the Government. (Here, payee means the party whom the bill amount needs to be paid)

Sec 196 provide that no TDS shall be made if payment is made to :
a. Govt.
b. RBI
c. Corp. estd under Central Act, which under any law exempt from IT
d. Mutual Fund u/s 10(23D)
