TDS and ITR

Anytell me if tds is deducted under section 194IA in FY 2015-16 in part of the amount receive and Balance in FY 2016-17 when the property transefer and full and final payment is received. Than how the return is filed for FY 2015-16 and FY 2016-17 and TDS credit is claimed.
