with respectfully I beg to state that I take tender to exchange electric metre into smart electric metre department give metres and I Install it . department give tender to a oct ltd company . company give me tender to install meter as a subcontractor . My question is above transactions is liable to gst as work contractor @ 18%

Yes, for sub-contract........ subcontractor supplies service to another contractor...... GST rate will be 18%. (till any clarification issued by department)
