Rcm on security service (manpower)

Dear sir, 

As per GST act, for security service (Manpower) RCM will applicable. If the service provider issue GST bill is it acceptable?

(If vendor is filing regular GST returns i.e. GSTR1 & GSTR3B monthly basis.)

Please advise.
