Payment of excise on branded garments

We manufacture garments for different Brands.

So far we were paying the excise duties leviable on them.

Now , as per the new Notification No 19 /2011-Central Excise (N.T.),

Please clarify , if payment of excise duty on Branded Garments has been shifted to the Owners of the Brand.

If yes, from what date.

Please treat this as urgent, as we have to pay the excise before 5th .
