2)Wot does this highlighted statement mean?...Does this mean that the institute/chapter would conduct an exam like in pre board...and only those passing would be allowed to sit for the inter exam?

Yes. students registered under oral coaching, need to appear the CC test coducting by chapter office to get the Course completion certificate which basic requirment for appearing main exams
