Invoice in india but despatch to foreign location

Dear Experts,

Assume that we received an purchase order from Indian Byer and instructed to send the material to a foreign location but billing should be in India. In that case the sale of us will be treated as CST sale or export sales? What will be the customes procedure for this type of sales? Kindly help me
