Gstr 9c offline utility problem

Thanks for your reply Mr Pankaj Rawat. We have around 30 system in our office and some of them are having windows 10 as OS and i have verified in every system in our office but the same error is popping up.

Form 9 & 9 A is working properly, but 9C is not working properly

All software runs. but gstr9c does not run. it is not window problem. it is a problem in minds of Government and GST department who can not make utility to run easily like other department softwares. If they make utility easily how can a professional and businessman know about their talent. I oppose this type of tallent of utility makers. Very bad Ruling by Government and GST department. Please think
