A proprietor has a business of Advertising , He has raised the invoice , but not received the payment . so , he has to pay the tax on receipt basis or on Billing Basis ?

as per section 13 of cgst act, time of supply of service will be the date of issue of invoice or the date of receipt of payment, whichever is earlier.
therefore in the current case let's. time of supply of service will be the date of issue of invoice.
