Free supply of electricity

Dear All,

As per company policy we are providing 100 Free Electric unit Per Month  to our employees residing in company Quarters. But some employees cosumed less than 100 Free Electric units. Can we add the perks in Salary Income  as per company policy i.e. 100 Free units . 

Please clarify.
