Form 13 Queries

Hi,

I understand that to instruct no TDS, we need to file Form 13.

Can we submit Form 13 at any income tax offices in the country or from the city from which PAN card was issued?

Actually the city from where my PAN card was issued and the city from where I get TDS certificates are different, so wanted to know if I can submit Form 13 in the city where I get my TDS certificate?
