In my opinion assessable value is the value determined by Central excise Rules in case of a dispute while value of excisable goods is a term used more casually rather than in the stricter sense...
In common parlance
Value as decided by the assessee : value of excisable goods
Value as decided by the Excise authorities in conjunction of the rules of Central Excise : Assessable Value.
