Doubt in gst

As per Sec 16 of CGST Act , whether recipient of Goods or Services is not eligible to take ITC till the Vendor pay the taxes under GST to Government. How can we have control on the vendor, to know whether vendor paid to Government or not. so in case of above, when we are eligible are to take credit.
