I want to know that can a CA in Full time employment conduct consultancy work? He is not having COP and he does not certify anything. He just gives advises for the tax matters.

If the terms of employment do not bar him from carrying out any activity that will affect his work, he is free to give his services.
There is no violation when he is not carrying out any attestation functions.
