Cenvat credit on service tax paid on reimbursement of expens

A manufacturer pays service tax on reimbursement towards (salary,travelling & vehicle hire charges) to a party through proper service tax invoice under the head Business Support Services.

Please advice whether the manufacturer can avail credit on the service tax paid in this course.
