Bank Charges on returned post-dated cheque

Hi Friends,

A post-dated cheque was inadvertantly presented to the bank by the payee before its due date. The cheque in-turn was presented to clearing house and was returned back to the issuer's bank without being honoured. Consequently the cheque issuer's bank has deducted a sum of Rs.75 from the issuer's account for issuing an invalid cheque. Is this proper? Can the bank treat the cheque as dishonoured and deduct service charges in this case?
