is all sequence is correct as per law or not.

Kindly appreciate as your date of BS signing is 18.09.2009 it means only after 18.09.2009 you can send BS and PL along with AGM notice to the shareholders u/s 219.
If you approve the notice of AGM in 18.08.09 BM then that would be wrong because on this date BS and PL are not signed.
I would advise you to show a BM on 18.09.2009 (as this is the signing date) and approve the notice of AGM along with shorter notice consent.
As suggested in my earlier reply you can hold your AGM on shorter notice.
