Yes, if you want to claim any tax rebate over the arrears, u/s. 89(1) of IT act. To be submitted before filing ITR for AY 2018-19.

The arrears for FY 2016-17 was only for 9 months. still I have to submit 10E form?
Yes, if you wish to claim any rebate........
if yes what is the assessment year I have to choose?
In form 10E.......... FY 2016-17 will correspond to AY 2017-18....
when I should submit it, before 31 mar 2018 or can I do it after 31 mar 2018.
After March 2018, alongwith filing return for AY 2018-19.

If Form 10E for the AY 2017-18 failed to submit, can it submit now.
