I have heard Developer of SEZ . But what is the meaning of Operating and Maintaining the SEZ ??

Why there is need of  maintaining  the SEZ ? ( as EOU's there can maintain themselves )

is there any third person who maintains the SEZ ? (in the context of 80 IA section)
