For first query, I will suggest you to contact ICAI. Only they can guide you better. But for second query, I have certain tips to prepare taxation subjects, which I wrote on my own practical experiences as well as in consultation with some tax experts. If you want those 7-8 tips then pls email me at tarun2507@gmail.com, so that I can revert back on it.

For list of countries where ICAI exams are conducted, please refer your examination application of Nov.'09. List of examination centres will be mentioned therein. However, this may be subject to change.
For Direct taxes, I suggest you refer the text book by CA. T.N Manoharan. I had referred only this book for DT & secured 70% in that paper in May 2004.

In my opinion, no book is perfect in itself for any subject. It totally depends on how you take inputs from it. All the authore of DT for CA final are very well known experts. Everybody have written a very good book. I hv read from Dr Girish Ahuja, so I will say its best, but what I think, the main is how you prepare and revise the sections, rules and case laws. How u prepare summary notes for revision. All the things depends how much you retain at the time of those 3 hours. So my suggestion always would be to prepare with better techniques of retention of provisions in mind at exam time. Anyways, all the best for exams. And yes, you can contact ICAI head office, in articles section, they will tell you the details.
