It is applicable to contract in which goods and service both are involved. like if u r in business of construction on behalf of others then Works contract tax is applicable. The person making payment to you is liable to deduct WCT at the applicable rate to that state.
In west Bengal @2% and rate vary between 2% to 4% in different state.
