I completed 8mts ipcc articleship now i want to transfer but my ca totally refused what to do please

In such a matter even the Institute would not interfere and you will have to settle it out with your principal only.
May be he shall be reluctant to give transfer in the month of September due to audit pressure and you can convience him to give transfer in October atleast.
