what is the TDS rate applicable in the case of Rent payable to a non-resident?

Hi.
Please provide me the details of Technology upgradation Scheme of Govt of India with reference to Textile Industry. (mostly fabrics, woven sacks, looms etc.)
what are the subsidies provided by the Govt. and what other benefits are there.

NO TDS is applicable on rent paid to a Non resident if the property for which the rent is being paid is situated outside India as the source of income of the NRI in that case is not laocated in India. If the property for which the rent is being paid is located in India, the rate as applicable to a Resident will also apply to a resident. Currently being 15% and 20% depending upon the status of the non resident, i.e. company or individual.
