Tds under section 194c

In case of Contract 194c if there is bill of Rs. 48500 then deduct TDS. after this same party give another bill of Rs. 5420, then there is any requirement of deduct TDS or not because in first case bill amount exceed Rs. 30000/- but aggregate of bill amount is less than 75000/- then my query is that whether tds applicable on Rs. 5420 or not

no tds not deducted till total amount not cross the threshold limit. now at Rs. 100000/-
