Assumed you are asking for Employees Travelling expenses. If the bills are available for travel & also if the same for the purpose of offical then TDS will not apply, otherwise need to add as salary normal TDS procedure will be followed
Incase payment to any others, if paid against actual evidence of expenses then no TDS ( Treated as Reimbursment),Other TDS will apply as per the rate & section
