On Salary TDS has to be made on payment basis. If you have made a provisions for salary on the last day of the month, you need not deduct tax on that day, hence no need to pay on either on 7th April or 31st May. Say march salary is paid on 5th April, the TDS can be paid upto 7th May. However paying TDS by 7th may will lead to problem, that the TDS certificate of salary is to be issued by 30th April, which can not be issued unless the TDS is paid. So it is advised to pay on or before 30th April to avoid any delay in issuing the TDS certificate. As per the amended rules for deposit of Tax the assessing officer may permit the deposit of tax on quarterly basis where the TDS is deducted from salary and some other heads as following -
(2) Notwithstanding anything contained in sub-rule (1), the Assessing Officer may permit, in special cases,- (a) quarterly payment of the amount on June 15, September 15, December 15 and March 15 if the amount is deducted from any income chargeable under the head “Salaries”; and (b) quarterly payment of the amount on July 15, October 15, January 15 and April 15 if the amount is deducted from any income by way of- (i) interest, other than interest on securities; (ii) insurance commission; or (iii) commission or brokerage referred to in section 194H.
