For out of pocket expenses one should raise the debit note seperatoly otherwise the same will be liabile to TDS provision undet the same section in which the payment other than out of pocket expenses falls.

Reimbursement of out of pocket expenses would also liable for TDS if they are not supported by necessary documents proving that the expenditure was indeed incurred specifically for the purpose.
