TDS on NRI professional fees

Is it correct to take monthly average exchange rate while deducting tds on NRI Professional fees,where invoices are raised on different dates of a month.
Ex: Invoices are raised on 1st, 3rd, 7th of december whether we have to take exchange rates of 1st 3rd and 7th seperatly ?
