Tds late filing fee

05 January 2019 one of my Client is a Head Master(DDO) of Govt.High School. He is Recently Appointed (July 2018)in a School. Today he received a notice from cpc(TDS) Department for Late filing fee of Rs.250000/-Approx from F.Y.2013-14 to 2017-18.
Please tell me what should i do. He is recently appointed in this Govt. High School and Earlier DDO's are not known to him.

05 January 2019 You have to pay it... But better to clear the reason through justification report.

You may ask your jurisdictional officer. He may give you some relaxation
