A assessee is under basic exemption limit , so didn't file the return ,he didn't submit the form 15G(forgets)to bank ,can assessee claim the refund of tds deducted by bank.

Dear yes he can claim refund of tds deducted by bank. He simply need to file the income tax return to claim the refund of tds, ITR can be filed for AY 2014-2015 can be filed upto 31/03/2016. But if the tds relates to period prior to the FY 2013-2014 then nothing can be done.
