Suppose a Private Co. is reimbursing electricity bill to its landlord. The landlord does not attach a copy of electricity bill with his invoice and also he is charging 12% as service charge on the reimbursement amount in the same invoice. Is TDS deductible from this payment?

Yes, TDS would be deductible under section 194C.
