Tax Implication for NON RESIDENTS

Dear Friends,
An assessee who is a non resident during the Financial Year 2009-10 received a salary from a Shipping Company established in India for Rs.700000/-. The Company didnt deduct any TDS.
He was working as an engineer in ship.
Is his income taxable under IT Act,if yes, what is the rate of tax?
Kindly help me in this regard.
