SAD is a duty charged on imports under section 3 (5) of custom tariff act, to countervail the local sales tax.It is charged at the rate of 4% The full credit in respect of SAD can be availed in the year of receipt itself irrespective of the capital or revenue in nature.
I would like to clear one more doubt that suppose if a importer has imported some goods from overseas after paid SAD and sold that products to indian market along with sales tax or vat. for this purpose SAD has to be paid by importer at the time of importation would be refundable at the rate of 4%.

Yes you can claim the refund for the duty paid u/s 3(5) of the custom tariff act subject to some conidions.Please refer the Notification No. 102/2007-Customs.
