Vide notification nu.46/2012 dt.7.08.2012 75% of service tax on manpower service bill has to be paid by service preeminent company. Please clear that this is payable on the basis of bill credit or bill's payment.

Liability will be arise on payment basis but if payment has not been made within 6 months from the date of invoice then liability will be applicable from the date of invoice, hence at will be deposit with interest.
