if erection work is done through a contractor than the service tax paid to him can be claimed as input tax credit by the provider of erection service

Yes it is an input service eligible for CENVAT credit. As per the cenvat credit rules, all input service if it relates to your output service, you are eligible for cenvat credit set off.
