I have to make payment to foreign client for the supply of goods. Whether I deduct TDS on it. If yes, then please tell me the TDS rate. If no then what I have to do in this regard.

No tds is to be deducted for purchase of goods but before making payment obtain certificate from chartered accountant in 15CB and upload form 15CA and it will generate a acknowledgement. The acknowledgement alongiwth 15ca and 15cb has to be submitted to your bankers for payment.
