One of my colleague a govt employee had recently received arrears of salary in the F.Y: 2012-13 amounting to Rs. 368121/- which is a sum of arrears from f.y: 2009-10, 2010-11, 2011-12 & 2012-13. At the time of paying arrears tds was deducted and paid. also the returns of earlier years except for f.y. 2012-13 has been filed and processed. Now m question is can i claim relief under sec 89 for the earlier years and also refund for the tds deducted against the arrears. If yes then how it is to be done, do I need to approach the Assessing officer for doing so or can i do it online by filing revised return for the financial years as mentioned above.

No need to revise returns. If I am not mistaken, the employer must have deducted TDS against current year only. So, your previous years' return need not be reopened.
Kindly refer to the methodology for claiming rebate under section 89. everything shall be done in current year return only.

Fill up the form as prescribed u/s 89 and spread the arrears in respective years and then file it to the assessing Officer for the relief.
