payment of rent to NRI

We are paying rent for a house property thru cheque to an individual who is an NRI. Pls advice whether we have to deduct tax from the payments made. Also at what rate we have to deduct it. Will there be any change if the amount is kept in India itself?

TDS shall be deductible @30.9% irrespective of payer being an individual or HUF.
No change if payment in rupees/foreign exchange or the money being kept in /outside India.
