step 1 : You approach the registrar of partnership and find out the name availability and collect the form for registration.
Step 2 : Based on name availability prepare the partnership deed and the stamp duty differs from state to state and when you approach the registrar of partnership firms for name availability they themselves will tell you the stamp paper amount or stamp duty amount.
Step 3 : Submit the duly filled in forms with siganatures of all the partners and 2 witnesses and copy of partnership deed duly attested and to be submitted alongwith original.
Step 4: Original will be returned and a certificate will be issued.
You cannot get forms online. You have to approach the concerned registrar office.

There is no need to get register partnership firm. If you want to get register partnership firm then you have to file Form No.1 duly certified by Chartered Accountant alongwith copy of certified copy of partnership deed, address and photo id of all parterns.
There is no need to vertify whether name is available or not. There can be many firms in same name.
